‘Higher enrolment fees put pressure on lifelong learning’ – EAEA calls on members to support adult education providers in Flanders

In May 2025, the Flemish government in Belgium proposed a major increase in enrolment fees for courses at adult education centres. EAEA supports our Belgian member GO! and the Flemish Education Council in calling on the government to meet with education and social partners as soon as possible to agree on transitional measures, in case the changes go ahead.

The Flemish Education Council prepared a statement we hope our members could co-endorse and support the demand of the adult education providers in Flanders. The statement is available in English, French, Spanish and Italian, summarized below.

On 23 May, the Flemish Government adopted an amendment to the Programme Decree for the 2025 budget adjustment. In it, it introduced various increases in enrolment fees for adult education. Due to the significant impact of the proposed changes on students, staff and the range of courses on offer, the Flemish Education Council has taken the initiative to issue an urgent advisory opinion to inform the Flemish Parliament about the potential impact of the increase in enrolment fees. The proposed measures represent an additional financial barrier to lifelong and life-wide learning in Flanders. This undermines the Flemish Government’s own ambitions and the democratic character and statutory mission of adult education.

When adjusting the enrolment fees, the Flemish Government chose mainly to increase the prices of language courses and a select group of courses labelled as “hobbies”. This will primarily have major consequences for students who can no longer afford their education, but will also lead to a reduction in the range of courses available in adult education, with a corresponding impact on staff.

Quick consultation

The Flemish Education Council regrets that the plans have been drawn up very late and without the necessary consultation with the sector. We ask the government to sit down with the education and social partners as soon as possible to formulate transitional measures if the planned measures are implemented.

In the longer term, we want to work with the government to develop a new and inspiring project for adult education that offers clear prospects for the future to students, staff and centres, and provides a basis for a well-thought-out and sustainable government policy.

Le 23 mai, le gouvernement flamand a adopté un amendement au décret-programme relatif à l’ajustement budgétaire 2025. Il y introduit plusieurs augmentations des frais d’inscription dans l’enseignement pour adultes. En raison de l’impact important des adaptations proposées sur les étudiants, le personnel et l’offre de formation, le Conseil flamand de l’enseignement a formulé de sa propre initiative un avis d’urgence afin d’informer le Parlement flamand de l’impact potentiel de l’augmentation des frais d’inscription. Les mesures proposées constituent en effet un obstacle financier supplémentaire à l’apprentissage tout au long de la vie et à l’apprentissage tout au long de la vie en Flandre. Cela sape les ambitions du gouvernement flamand ainsi que le caractère démocratique et la mission décrétale de l’enseignement pour adultes.

Lors de la modification des frais d’inscription, le gouvernement flamand a choisi d’augmenter principalement les prix des formations linguistiques et d’un groupe restreint de formations considérées comme des « loisirs ». Cela aura tout d’abord des conséquences importantes pour les étudiants qui ne pourront plus payer leurs études, mais entraînera également une réduction de l’offre de formation dans l’enseignement pour adultes, avec un impact sur le personnel.

Une table ronde rapide

Le Conseil flamand de l’enseignement regrette que ces plans aient été élaborés très tardivement et sans la consultation nécessaire du secteur. Nous demandons aux autorités de se réunir dès que possible avec les partenaires sociaux et éducatifs afin de formuler des mesures transitoires si les mesures prévues sont maintenues. À plus long terme, nous souhaitons élaborer, en collaboration avec les pouvoirs publics, un nouveau projet inspirant pour l’enseignement des adultes, qui offre des perspectives d’avenir claires aux apprenants, au personnel et aux centres, et qui serve de base à une politique publique réfléchie et durable.
