By 2030, the EU aims to ensure that at least 60% of adults participate in learning every year. Despite the challenges and financial constraints, EAEA is working towards this goal, but we need everyone’s support to make it a reality.

EAEA presents the campaign: Cuts cost more!
This campaign was launched by the Lifelong Learning Platform and adapted to our sector of adult learning and education.
The context: The Cyprus Presidency has circulated the first draft of the Multiannual Financial Framework (MFF) Negotiation Box, outlining Member States’ initial position on the next EU budget. While the proposal still requires Member State approval, it currently allocates €39.16 billion to Erasmus+, which is significantly below expectations and accompanies a reduced overall EU budget compared to the European Commission’s proposal. This contrasts with the European Parliament’s draft report on Erasmus+ 2028–2034, which supports a budget of €47.4 billion, based on Parliament’s interim position on the MFF.

2023: For a European paid training leave
Despite the availability of several EU policy initiatives and strategies supporting adult learning, participation is still below the EU target of 60% by 2030, with only about 11% of the adult population participating in education or training in the previous month. Many people struggle with time constraints and lack of financial resources, and their right to quality and inclusive education and training is not realised.
2023: Quality first: for accessible and inclusive learning mobility schemes for adult learners
While the inclusion of a mobility scheme for adult learners in Erasmus+ is a positive development, the limited budgets and eligibility criteria have had a negative impact on the effectiveness of Erasmus+ for adult learning mobility and uptake is, therefore, slow. EAEA recommends that the next EU actions in this area take into account the valuable contributions of the participants to the Citizens’ Panel and establish a more inclusive framework for learning mobility, expanding existing programmes to people of all ages and backgrounds.
For a continuation of the European Agenda for Adult Learning after 2020
A campaign was delivered the European Agenda for Adult Learning after 2020. The agenda has been central for improving adult learning structures and increasing participation in adult learning, but has not yet been fully implemented in all countries. EAEA believes that a further push for adult education at the European level is needed.
The campaign’s focuses on increasing the role of adult education in the Erasmus+ programme and the European Social Fund. In the campaign we call for more funding and more flexible project mechanisms for adult education.
