The RALExILA Final Conference will bring together representatives from national ministries, European institutions, social partners, and lifelong learning stakeholders to explore the future of Adult Learning and Education (ALE) in Europe, with a specific focus on the development of national registries and their integration into Individual Learning Account (ILA) systems.
This high-level event will mark the culmination of the RALExILA project – a European initiative co-funded under Erasmus+ – which has supported Member States in developing transparent, accessible, and interoperable ALE registries. These registries are a key enabling factor for the effective and equitable implementation of ILAs, and for safeguarding the right to lifelong learning in practice.
The conference will provide a platform to:
- Present the final results of the RALExILA project, including a common information model, quality assurance principles, and governance guidance for ALE registries;
- Highlight lessons learned from national co-design processes and piloting activities across EU Member States;
- Explore strategic connections between registries, ILAs, and national skills strategies;
- Facilitate policy dialogue among decision-makers, experts, and providers on sustainable digital infrastructure for adult learning systems.
Context
As states prepare to operationalise ILAs and other forms of National Registries and further strengthen adult learning ecosystems, the availability of comprehensive ALE registries has become a foundational requirement. These systems contribute to:
- Enhancing the visibility, transparency, and quality of learning opportunities;
- Empowering learners through better access, guidance, and recognition;
- Supporting policy coherence, data-driven governance, and social inclusion.
By offering tools and shared frameworks, the RALExILA project has responded to the call for more robust national infrastructures and has contributed to advancing learning rights through system innovation.
