Guidance has long been divided into two areas: Guidance for learning, in order to be able to show people with low qualifications ways to (formal) education, and career guidance for those who want to change professions or advance in their career, or as a labour market activation instrument. How can approaches to guidance lead to both individual learning aspirations and pathways to employment? What is being done at the national level, what works and what does not work so well, and why? Guidance needs to be understood in a lifelong learning perspective and should reach all groups of learners. What is needed to achieve this?
